A runner and a scientist team up to create nano technology to deliver ATP (fuel for muscles) so that he can cheat in races and have a massive competitive advantage over all runners. The nano technology goes into his blood and delivers ATP to the muscles, so that he can almost run at sprint speed for long distance running over 800 meters to 5KM or even more.

The nano technology takes a sugar mix with chemicals, and and an activator and turns it into ATP/creatine usable by the muscles, which is what 100 meter sprinters use up in about 6-8 seconds, along with creatine until 10-12 seconds.

The nano technology is so powerful that he has to slow himself down in order to not make it look extremely suspicious.

The only issue of course is pulling muscles and injuring oneself, since he has so much ATP fuel power to carry him at fast speed.

Although he is a cheat, he has to do serious training to tune his muscles so that they do not become pulled, injured, and stressed, from this extra fuel never available before after 10 seconds for human beings. He is a cheat but he trains hard, works hard.

The nano technology exits his system undetected by any drug tests, as it is not a drug, and has the ability to chemically react to appear like just any normal substance or any substance completely unrelated to drugs/cheating.

Before the race he has a fuel bottle (containing mostly heavy amounts of sugar and a few other chemicals) and a small activator bottle which contains the nano technology that as soon as it enters his stomach, activates the fuel fluid from the other bottle, in his stomach. They must be kept separate otherwise the nano technology will activate.
