Man thinks he is being tracked. Gets help but is sent to psychiatrists and mental psych wards. There is nothing wrong with him but the psychiatrists sure think so.
So he eventually gets a xray to ensure there are no implants in his body, but does not tell the psychiayrist and psychologist. When he gets the xrays done he is followed and stalked, and the people doing the xray are paid off to give the xrays back in a state where it looks like there are no chips in him (blacked out or fuzzed/whited out). Everything is digital so it is easy to do with software.
He suspects he is followed to the xray location, so he takes more extreme measures and buys his own machine, and does his own xrays. He does have chip implants and he has difficulty figuring out how to get the xray machine in his house, without his stalkers noticing. He sends wireless signals using an electronic device he constructs, to corrupt and block their signal they use to track him.
The device(s) implanted in him is powered by wireless waves which it receives as energy through a micro aerial, so does not need a battery.
He is of course labelled paranoid schizophrenic, but has evidence to prove otherwise - dated logs of being tracked, and in the final stages, the xrays themselves.
