It is found that a whole bunch of babies are being born in women that no father claims to be half the DNA of, yet the dna tests show that indeed the men are in fact the father. The men claim they never have even seen these women before who are claiming it is their baby. Where did the sperm come from? All these men have one thing in common: they uploaded their DNA to websites like AncestryDNA/23andme/FamilyTreeDna and did a full sequence test.
Hackers got in to the websites and opened up an illegal sperm donation clinic where instead of sperm being from men, they were genetically engineered from DNA sequence computer code. When men find out they have babies that they did not authorize to be born, they are royally pissed off.
The company that generates the sperm from code is run by mostly honest people who thought that they were running a sperm donor clinic from honest donors when in fact the sperm was being generated from computer code. The person who founded the genetically engineered sperm clinic (from computer code) disappears when it is found out.
The sperm donor company does offer legitimate sperm, to pose as a legit company. It's just that some of the women end up with babies from fathers who never donated sperm to any clinic, and the DNA was stolen of DNA sequencing websites. There is more than just a computer hacker involved obviously, as a biologist needs to generate the sperm from the code, or biologically hack existing sperm from someone else to contain the new DNA of an unwilling participant.
Plot issues: Why does the hacker think he can get away with this crime? Obviously it will be found out by many women that went to the sperm donor that the father of their baby did not authorize sperm to be donated, nor did the fathers ever go to a sperm donor clinic, and have no idea how their sperm got their. Possible plot resolution: this is the confusing cover up that no one understands so the donor clinic could just claim they don't know what is going on, or how this is happening. Hacker throws arms up in the air!
